Neal Katyal was born in Chicago, Illinois on March 12, 1970. His parents are Indian immigrants. His mother is a pediatrician and his father is an engineer.

Katyal went to high school at Loyola Academy which is a Jesuit Catholic school located in Wilmette, Illinois. He was a scholar athlete.

He attended Dartmouth College and graduated in 1991 with a bachelor’s degree in government and Indian history.
